NEW HAVEN — A 59-year-old woman fell face first about 20 feet after a balcony railing gave way in the Newhallville neighborhood.
Her 79-year-old landlord later was arrested on a year-old warrant charging her with failing to appear in court to address 28 housing code violations that she failed to fix.
The victim was identified as Julia Blackmon, who lives in a third-floor apartment at 94 Shepard St. Police said she was in serious but stable condition at the Hospital of Saint Raphael with face and neck injuries.
City building officials condemned the balcony of the three-family house until it can be repaired.
When the owner, Joanne Keyes, 79, arrived at the scene afterward, she was handcuffed and arrested on an administrative warrant by Livable City Initiative.
